Which sport and association has the strictest and most lax testing rules?

I literally never hear about someone getting busted for taking roids in the NBA.

From my understanding, the NHLPA (union for the hockey players) has a pretty sweet collective bargaining agreement when it comes to drug use. A lot of times when guys are caught with drugs, including recreational, it doesn't usually make it to the media and instead they'll do a drug rehab program in the off season.
