If I had to choose I'd say Total War Rome 2 Emperor Edition. The Game and DLCs were simply unlike anything seen before in the franchise. With an 10x improvement in visual aesthetics as well as engine mechanics. It added new features such as naval combat.

All other releases post TW Rome 2 were modeled on the same look and mechanics.
