good and evil people or good and evil actions?

Good and evil  are obviously subjective labels which means different things to different people.
That being said, if a person takes actions that are evil/good then is their person-hood characterized by that evil/good (according to your definition)  or is evil/good something that you do and not something that you are?

I’d say it’s you’re actions that define who you are and how you are perceived by society. In general if most of your actions are deemed “bad” by society then you will be seen as a bad person.
