Best one is the one you know. If you don't know, the best is what you have. Pretty much any video editing software can trim videos like that. Blender's maybe not the best option but it's free. There's also OpenShot, KdenLive, Pitivi. DaVinci Resolve is a big one. Heck, Windows Movie Maker would work.
Only problem is, you're likely going to see the quality take a tiny hit from re-encoding, although I think it might be possible for mp4s to be trimmed without re-encoding? At that point though I think you're looking at learning some ffmpeg which is probably much harder to get started with as a command line tool.
