learncpp.com probably fits your criteria the best, although it is not the best resource for learning the language. As for quizzes and challenges, no prebuilt quiz outside of a university will really challenge you to learn in the way that projects will. Self-teaching should be done through a multitude of resources while cross-referencing to find out the true information from a mountain of false information.
