Looking for a card based game like gwent or hearthstone where i do not need to keep paying for new decks and cards like in Hearthstone. Any suggestions?

if you're on mobile, maybe you can try the Onmyoji card on mobile.
Its kinda decent, with different mechanic compared to HS and Gwent, but the artwork is mostly anime..

Most CCG-esque games are going to feature some level of pay-for-play, its part of how the genre is; but MTGArena is relatively F2P friendly, IMO.
