The question is a little too broad, but Google "hex editing roms" to get started. Depending on what you want to do it might be easy.

if you want to start rom hacking I recommend to take a game that has some tools to make youre Life easier.
for example for Pokemon games there a bunch of tools written from the Community which makes it way easier making romhacks.
