Is it possible to recover messenger photo that was sent to you, but the person deleted it?

Depends on if you opened the message and where, i think it might end up in the browser cache if you opened it on a computer. Im not sure though and if you opened it on your phone i dont think it Will be a simple recovery. If you didnt open the message im pretty sure its not recoverable.

Hmmm i don't think there's a way to recover it... unless you can dig up hidden deleted files/archives within the phone/computer?
