There's no PVP so its not pay to win. If anything it might be a bit "pay to progress" because you will rarely get a chance to play the gatcha if you are F2P only.

you can play it in a F2P method, you can get a bunch of free operators, and use it to the max without using any gacha
there's also a guide on youtube about how to play it with Low-rarity (Free) operators
