There's a reason FIFA is so established as a football game and that's because it was simply better at one point. That means that more people play now and so the multiplayer aspect is more rewarding. Although in terms of gameplay I'd say they're pretty even at the moment, especially considering how anyone who plays FIFA so readily complains about every aspect of the game.

Fifa seems to get more budget than PES it helps for securing rights for teams/event/leagues hence the more complete football experience

FIFA’s realism is unmatched really, and the fact they have licences are just the icing on the cake. I really wish PES would challenge them so they’d actually update the game properly.
