F.E.A.R. 1 & 2 i would say three but it was pretty bad, Resonance of Fate.  As far as shooting games Resonance of Fate is by far my favorite it meets both criteria it is a shooting game and a turn based strategy game in one.  Xcom 2, Fire Emblem, Langrisser, Final Fantasy Tactics (all 3-4 versions)  PS1, GBA x2 and i forget the last
