I figured it out. It's because the visa gift cards disallow international transactions, so I put the money into my paypal and paid it from there.

I also had this issue with prepaid gift card on another site. I used a diff browser and it worked

I would recommend putting it into a paypal account but some sites (subscriptions ones for creators especially) won't accept regardless because it is not a credit card and can't be charged monthly.
