In a general consensus, VAR is doing its intended job, which is to assist the refeerees decision making, it allows the referee to see things he's missed or loom at different angles of an incident to better his knowledge and act upon it, however, the problem is that it is still the referees judgement that is the contributing factor to decisions, and he could still be wrong. Many top flight leagues in Europe use it well, and take minimal time using var to make a decision but for the Premier league, every decision takes 20 odd minutes to see if there's a handball, so in some ways it works but certain referees nullify it's positive impact
