Quite a question, I mean homework is worthless, but if this is a homeless kid we're talking about then I would think there would exist an agreement between that kid and teacher that he quite literally can't do homework for he does not have a home to work in.

Definitely an interesting question. I think to make things equal all children should be given homework. However, the punishment for not completing it can definitely depend on the situation of the children.
